Closures is taken from the math world:
"This smallest closed set is called the closure of S (with respect to these operations)"

The "operation" is the function, and the closure is the smallest set of things that the function can access to.
There is nothing lexical here, and quoting the closing "}" means a bad understanding on the difference between scope and closure.
